The Pennsylvania House of Representatives Appropriations Committee (D) seeks a budget analyst for the following agencies: Agriculture, Conservation and Natural Resources, Environmental Protection, Environmental Hearing Board, Fish & Boat Commission, Game Commission, Office of the Consumer Advocate, Small Business Advocate, Public Banking and Securities, Pennsylvania Emergency Management Agency, Military & Veterans Affairs, and Historical & Museum Commission.

Essential Duties:

• Analyze agency budgets for fiscal, programmatic, and public policy implications.

• Play a pivotal role in forming recommendations for budgetary and fiscal matters.

• Prepare written briefings, in-depth analyses, and presentations targeted to elected officials, stakeholders, and members of the public.

Ideal Skills:

• Sound analytical skills and understanding of how fiscal policy affects the delivery of government programs and services.

• Interact tactfully and respectfully with public policymakers at all levels of government.

• Communicate effectively through strong verbal and writing skills.

• Present well in public settings.

• Maintain confidentiality.

• Self-motivated and willing to work a demanding schedule and non-standard work hours during critical periods.

Desired qualifications:

• Bachelor’s or graduate degree in public policy, business, economics, or related field.

• Proficiency with Microsoft Office Suite, especially Word and Excel.

About the Committee

The Appropriations Committee is composed of 37 elected members and each caucus separately elects a majority and minority chair. The current majority chair is Rep. Jordan Harris (D) from Philadelphia.

The committee meets to assess the fiscal implications of matters under consideration by the House of Representatives. The Appropriations Committee is at the forefront of the legislative budget process.

Analysts support the work of the Appropriations Committee members and become experts in their assigned subject areas, which may include one or more of the following: economic development, education, health and human services, pensions, protection of persons and property (especially corrections and law enforcement), taxation, cash-flow and debt, and transportation.

Many analysts have chosen to make serving on the committee an important part of their careers. Others have moved on to positions that include budget secretary, governor’s cabinet members, deputy secretaries, lobbyists, and other senior executive positions.
