NEWLY LISTED PROGRAMS

Commission on Crime and Delinquency: Nonprofit Security Grant Fund

Who May Apply: Any nonprofit organization designated under section 501(c)(3) of the Internal Revenue Code of 1986 and the organization must primarily serve individuals, groups, or institutions that are included within a bias motivation category for single bias hate crime incidence identified by the FBI in it’s Hate Crime Statistics Publication (race/ethnicity/ancestry, religion, sexual orientation, disability, gender, or gender identity).

Use: For security enhancements designed to protect the safety and security of the users of a facility located in the Commonwealth.
Funds: A total of $10 million in state funding is available for this round. Grants may range from $5,000 to $150,000 with match funding required above a request of $25,001 based on the size of the grant request.

Commission on Crime and Delinquency: Continuing County Adult Probation and Parole Grant

Who May Apply: Counties that provide adult probation staff and may be used for costs incurred by the county for adult probation and parole services, but only to the extent that the staff and program meet the qualifications and standards established by the Commission.

Use: To provide funding from the Commonwealth for costs incurred by the county for adult probation and parole supervision.
Funds: $16,150,000 in state Continuing County Adult Probation and Parole Grants is expected to fund up to 65 county adult probation and parole departments.

Commission on Crime and Delinquency: Intermediate Punishment Treatment Program Initiative

Who May Apply: All counties in Pennsylvania are eligible to apply under this initiative.

Use: To support restrictive conditions imposed as part of county probation.
Funds: $17,726,000 in state Intermediate Punishment Treatment Program funds, and PCCD expects to fund up 67 county adult probation and parole departments through this initiative.

Military and Veterans Affairs: Veterans’ Trust Fund

Who May Apply: Eligible non-profit organizations and veterans’ organizations.

Use: To fund new, innovative, and/or expanded programs or services that increase or improve services to veterans in their county, region, or across the Commonwealth.
Funds: Grants up to $40,000 may be submitted by non-profits and veterans’ organizations. County directors of Veterans Affairs/Pennsylvania Association of County Directors of Veterans Affairs can request up to $15,000.

Labor and Industry: Schools-to-Work Program Round 6

Who May Apply: Any entity (schools, employers, organizations or associations) which is, or will be, registered with the Apprenticeship and Training Office at L&I as a PreApprenticeship program sponsor and which will have the full responsibility for the administration and operation of the program.

Use: To support the establishment or enhancement of workforce development partnerships between schools, employers, organizations, or associations to create employment and training pathways through the building or expansion of PreApprenticeship programs registered with the Apprenticeship and Training Office at L&I.
Funds: Approximately $3,800,000 is available in awards of up to $250,000.

PROGRAMS OPEN FOR APPLICATIONS: 

Department of Community and Economic Development: PA SITES

Who May Apply: Municipalities, economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations.

Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania.
Funds: $400 million in funding is available.

Application Deadline: Applications are accepted on a rolling basis and approved on a quarterly basis

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant

Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and non-profit organizations. For-profit entities are not eligible.

Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.

Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program

Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.

Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.

Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Environmental Protection: WIIN 2107: Voluntary School and Childcare Lead testing and Reduction Grant

Who May Apply: Childcare facilities and schools located in Pennsylvania with lead in drinking water sample results within 36 months of the application date showing water fixtures exceeding the remediation trigger level of 5 ppb (parts per billion).

Use: Reduction activities may include purchasing and installing hydration stations, point-of-use devices designed to remove lead or replacement of faucets. The primary goal of this grant program is to reduce children's exposure to lead in drinking water.
Funds: Funding under this grant has been appropriated under 1464(d) of the federal Safe Drinking Water Act. Funding provided will be up to $3,000 per hydration station per 100 students in one building. Up to $30,000 may be awarded per building/childcare facility or $100,000 per school district.

Application Deadline: Applicants are strongly encouraged to schedule a pre-application meeting to discuss their lead reduction plans to ensure they meet applicable program criteria. Meetings can be scheduled by emailing RA-EPWIINLEAD@pa.gov.

Department of Agriculture: Farm Vitality Planning Grant Program

Who May Apply: Farmers, prospective farmers, and others

Use: Create or obtain business plans, management strategies, transition plans, ownership plans, or plans to maintain the long-term economic viability of a farm.
Funds: Up to $500,000 is available in grant funding. Individual grants shall not exceed $15,000.

Application Deadline: Applications are accepted until funds are exhausted.

Department of Community and Economic Development: Pennsylvania First

Who May Apply: Businesses, Municipalities, Municipal Authorities, Redevelopment Authorities, Industrial Development Authorities or Corporations, Local Development Districts.

Use: Machinery/equipment; Job training; Infrastructure; Land and building improvements; Environmental assessment/remediation; Acquisition of land, buildings, right-of-ways; Working capital; Site preparation.
Funds: Grants and loans are available assuming an applicant can meet the private investment requirement.

Application Deadline: Applications are accepted on a rolling basis.

Department of Education: Keystone Grant for Public Library Facilities

Who May Apply: Grant applications are required to be submitted by a municipality on behalf of the project library.

Use: Planning, acquisition, development, construction, or rehabilitation of a public library.
Funds: Funding is available through the Keystone Recreation, Park, and Conservation Fund. This grant program is a dollar-for-dollar match, and the maximum grant award is $750,000. There is no minimum grant award.

Department of Community and Economic Development: Local Share Account Statewide

Who May Apply: Counties, municipalities, municipal authorities, economic development agencies, redevelopment authorities, land banks, or councils of government. Non-profits may partner with an eligible applicant to apply on their behalf.

Use: Projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization.

Funds: The PA Race Horse Development and Gaming Act provides for the distribution of gaming revenues through the Commonwealth Financing Authority to support projects in the public interest. Grant requests must be at a minimum $25,000 and no more than $1,000,000.

Fish and Boat Commission: Boating Facility Grant Program

Who May Apply: Municipalities and non-profit organizations, including land trusts, conservancies, and watershed associations.

Use: Planning, acquisition, development, expansion, and rehabilitation of public boating facilities
Funds: Funds available may be adjusted by the commission and priority is given to projects with more than the required 50% match.

Application Deadline: December 1, 2025

Department of Agriculture: Commonwealth Specialty Crop Block Grant Program

Who May Apply: State and local organizations, producer associations, academia, community-based organizations and other eligible specialty crops stakeholders.

Use: To assist with the growth, certification of seed and marketing of eligible specialty crops.
Funds: $460,000 is available for funding

Who May Apply: State and local organizations, producer associations, academia, community-based organizations and other eligible specialty crops stakeholders.

Use: To enhance the competitiveness of eligible specialty crops.
Funds: Approximately $1,000,000 is available for funding

Department of Environmental Protection: Driving PA Forward Initiative: Pennsylvania Freight Innovations in Transportation (PA-FIT) Grant Program

Who May Apply: Businesses, non-profits, state, local or tribal government agencies, air quality or transportation organizations, metropolitan or rural/regional planning organizations, or federal government agencies.

Use: To replace or retrofit fleet diesel-powered highway and non-road vehicles, engines and equipment.
Funds: $23 million in federal funding is available.

Conservation and Natural Resources: Volunteer Fire Assistance

Who May Apply: Volunteer fire companies in rural areas or communities under 10,000 in population

Use: To prevent, control, and suppress the threat of wildfires through the purchase of wildfire suppression equipment, wildfire protective gear, mobile radios, installation of dry hydrants, wildfire training, or wildfire prevention and mitigation
Funds: Funding is provided by the U.S. Department of Agriculture. The maximum grant for 2025 is $15,000.

PennDOT: Green Light-Go Program

Who May Apply: Municipalities and planning organizations.

Use: To improve existing traffic control signals, such as LED replacement, traffic signal retiming, and studies, among other projects.
Funds: Up to $40 million is available and projects require a 20% match.

Application Deadline: Pre-application scoping forms will be accepted until January 2, 2026. PennDOT will provide comments by February 28, 2026. The full application window will be between March 1, 2026, and March 31, 2026.

Department of Environmental Protection: Small Business Advantage Grant Program

Who May Apply: Pennsylvania-based small businesses

Use: Adopt processes or acquire equipment which results in energy efficiency, pollution prevention, and natural resource protection.
Funds: Funding can range from 50% or $7,500 (whichever is less) up to 80% or $12,000 (whichever is less) and will vary depending on environmental impact and project location. A total of $1 million is available in this round of funding.

Application Deadline: March 13, 2026, or whenever funds are exhausted.
