Anne Baloga Executive Director and Chief Counsel

Anne Baloga is the executive director to the Pennsylvania House Appropriations Committee.

Anne manages a team of specialists who are also key players in developing the Pennsylvania budget, and serves an active leadership role in many areas, but especially during budget negotiations and in the development of public policy for the House Democratic Caucus.

Before returning the House Appropriations Committee in 2018 as chief of staff, Anne served the Wolf administration as special assistant to the budget secretary, where she negotiated and implemented the annual combined operating budget for the commonwealth, most recently valued at roughly $84 billion and representing 72,500 employees. She also served as senior management to a staff of over 450 employees.

Prior to her senior management responsibilities, Anne served as legal counsel to the House Democratic Appropriations Committee and as staff to the House Democratic Transportation Committee.

She has a bachelor's degree in political science from West Virginia University and received her law degree from Widener University in Harrisburg.

Anne is from Lower Paxton Township where she resides with her family.
